Grantmakers without borders - Gw/oB helps to foster global grantmaking across the US

Working closely with Grantmakers Without Borders, a group of donors has launched an effort to bring New England global funders together on a regular basis for networking and peer-to-peer learning. The aim is to build stronger connections among New England-based international donors and to improve grantmaking practice.

Well-attended launch events this autumn covered topics such as Anatomy of a Global Donor, Creating a Global Giving Mission Statement, and Working with International Intermediaries. Council on Foundations - International giving by US foundations soars to over billion

International Grantmaking IV, a new Foundation Center study of international grantmaking trends commissioned by the Council on Foundations, reports that US foundations gave an estimated $5.4 billion for international purposes in 2007. As most know, the US has the friendliest public policy towards private charity among developed nations. Gifts to charities and foundations are tax-deductible with only minor limits. In most cases, foundations’ earnings are tax-exempt as well. Once established, foundations are bound to distribute 5 per cent of the current value of their assets each year. But is this enough? I must take issue with David Emerson’s response to Rick Cohen’s article on philanthropic watchdogs.

The experience of the American foundation sector speaks forcefully to the need for both government regulation and enforcement and the oversight of watchdog non-profit organizations. The Internal Revenue Service is responsible for monitoring the compliance of more than 90,000 foundations with the legislation and regulations that govern them. To date, the IRS has had neither the funds nor the will to do a decent job. Its approach to monitoring has been permissive and lacklustre, and its willingness to enforce the rules has been weak at best. Click here to read ...
