Palestinians pilot community-based resource distribution

Palestinians in the occupied Palestinian territory are the world’s largest per capita recipients of international aid, yet they have very limited influence over how that aid is used. Civil society’s dependence on international aid contributes to a host of problems, including donor-driven agendas, wasted human and financial resources, and fraudulent practices. Also, donor-dependent CSOs become accountable to their donors rather than to their local communities. Communities themselves often see very little of the aid money once the aid agency takes its administrative costs and the international NGO intermediary takes its cut. NEF - Mercator Fund expanding role

The NEF Mercator Fund, which initiates and supports projects related to Europe’s role in global social, security and development issues, is being expanded both in thematic and geographical terms. From 2008 onwards, its three main portfolios will be Global Insurgency, Public Security and Public Health. Within these three programmes, the NEF Mercator Fund is actively seeking new partnerships and co-funding opportunities with foundations and other organizations in Europe, the Middle East, Asia and the US. Community philanthropy has started spreading in the Turkish community, on both sides of the Atlantic. 2007 was an exciting year, with the establishment of two new organizations: a community foundation in Turkey, and a philanthropic fund for donors based in the US who want to give to Turkey.

Uday Khemka comes from an Indian family that has been in business for about 100 years. The Nand and Jeet Khemka Foundation's mission has historically been nothing to do with climate change but has rather focused on poverty and development issues, microfinance and so on. How did it come to be involved in climate change, Caroline Hartnell asked Uday Khemka. It happened about three years ago, he explains. 'We started to realize that everything we were doing was fundamentally affected by this issue and could be literally washed over by it.'
